Across the country, states are introducing legislation that requires institutions to publish course syllabi in consistent, accessible, and searchable formats. Starting in Florida and Texas, the trend has most recently expanded to Utah, Ohio, Indiana, and Georgia.
In this session, experts from the University of Central Florida, Texas A&M University–Central Texas, and Weber State University shared how they navigated state syllabus mandates from planning through implementation. You will hear how each institution approached compliance, streamlined processes, and balanced legislative requirements with the needs of faculty and students.
Amber Mullens is an administration project manager at the University of Central Florida. With over 15 years of higher education experience in administrative roles, Amber currently directs the university’s textbook affordability and transparency compliance program, focusing on textbook adoptions and syllabi publication and retention. As part of this role, Amber serves as the university’s administrator for Simple Syllabus and was the project lead during the implementation process. Amber is a doctoral candidate in Higher Education Leadership and has a Master’s in Applied Learning and Instruction, a Master’s in Educational Leadership, and a Graduate Certificate in Cognitive Science from the University of Central Florida.
Samuel Fiala is the assistant provost and assistant vice president for academic affairs at Texas A&M University–Central Texas. He holds a Ph.D. in clinical psychology from Texas A&M University, specializing in clinical child psychology, and joined the institution in 2008 when it was still Tarleton State University–Central Texas. A licensed psychologist, he has provided consultation to Early Childhood Intervention programs for the Texas Health and Human Services Commission. His research spans various topics, with current interests in attachment theory and trauma responses. Dr. Fiala also mentors graduate students, serving on and chairing thesis committees in the M.S. Educational Psychology program.
Oliver Snow is the executive director of WSU Online, leading a team of instructional designers and LMS experts to support quality education for students and faculty. He played a key role in transitioning the university to fully online delivery during the COVID-19 pandemic and now focuses on promoting best practices in online teaching. In addition to his leadership role, he is an adjunct instructor at Weber State University and has over 26 years of experience across hospitality, retail, HR, training, instructional design, system administration, database management, and higher education leadership. He is also completing a PhD this fall in Learning Design and Technology at the University of Wyoming, with a research focus on AI policies in higher education and the impact of technology-enhanced learning on underrepresented student populations.
