Public colleges and universities are now directly covered by the updated Title II web accessibility rule. In April 2024, the Department of Justice finalized a regulation requiring all state and local government entities (including public higher-ed institutions) to bring their web content and mobile apps into conformance with WCAG 2.1 Level AA.
The rule takes effect in April 2026 (or April 2027 for smaller institutions), giving campuses limited time to align with these new standards.
While the rule focuses broadly on websites, apps, and digital systems, its impact extends to course materials that students depend on every day. The syllabus, as one of the first documents students encounter, plays an important role in ensuring access, clarity, and inclusion. An inaccessible syllabus (like a scanned PDF without tags or poor formatting) not only creates barriers for students but also undermines a school’s broader accessibility efforts.
With Simple Higher Ed and Simple Syllabus, institutions gain a scalable, proven way to ensure every syllabus is consistent, transparent, and accessible from day one. Join us to get clear guidance, practical strategies, and lessons learned from campuses already leading the way.
